Go to that webcam maker's website if they have one. They are the only people who will have the correct drivers.
Failing that, buy another webcam with a world-recognised company brand like Creative, Logitech or Microsoft. They all have easy-to-find websites with driver downloads.

Whenever you buy a device that needs a driver, don't buy an obscure brand that most people have never heard of.
