guys i was download dota 2 via steam and it was about 40% downloaded and after that i shut down my pc and when i again started my pc it started to download from 0% . please help me

Help with? I'm assuming you stopped the download in progress, basically you just deleted the data its been downloading. So it has to restart, it isn't like a patch where you can pick up where you left off.

You didn't, your pc did. When it shut off. if need be, reinstall Steam.
Maybe you are out of space??
