Strange CPU load readings

So in real temp the cpu is shown to be under full load and open hardware cpu is shown to be at 0% load which obviously isnt the case as you can see in the task manager window (see image). This was fine up until yesterday any idea why they're incorrectly reporting the current core speed? Even with the highest stressing prime test it stays the same (except task managers reading increases)

Ok so. You are experiencing the same problem I had for a while, and to be honest I do not know how I fixed it but, are you overclocking? If so this is more than likely why.. Windows 8 has issues with overclocking.

I thought it could be that to so I just set it to default and its still doing precisely the same (with lower values in open hardware monitor of course).

It just started doing it randomly yesterday ive had this built for a couple of days prior and it wasn't doing this. Are any of these parts the same as you used so I can try and work out the issue:

Gigabyte Z87X-SLI Motherboard
Windows 8.1 64 Bit
8GB Corsair Vengeance Ram
Intel i5 4670k
Hyper 212 Evo Cooler

I'm afraid not, I've never used any of those parts together in a build. Hmm... How are you overclocking, try setting to default in BIOS. Also download recent mobo drivers and chipsets, bios etc. I feel like you don't have a certain driver installed..

I did set it default in bios. I overclocked through Gigabyte EasyTune. I doubt its driver related because the issue started randomly occuring and the load readings where fine before and nothing had really changed but will try going through all the drivers on gigabytes site anyway, you never know.

Well its not fixed it but im gonna have to just leave it, it wont damage my pc or anything will it?

No no not at all.. its just misreading right? If that is all its nothing to be concerned about. Although it just hit me... is it possibly the software that is buggy.. ?

Nope because I tried several software and they all say 100% or 0% apart from task manager
