R9 280X bad performance/low FPS after system restart

Hello there, a few days ago i received a used ASUS R9 280X 3GB DCUII TOP to replace my old 4870. After installing the card i launched Naruto Revolutions to try it out and i noticed the game was running with very low FPS and at some points it was unplayable too. (it was running fine on my 4870)
After some reading around and checking for possible problems i tried reinstalling the driver. I used Atiman and got rid of everything, then i installed the 14.4 driver and restarted the pc. The game then run perfectly fine and smooth and i also checked League of Legends which was running on 300-340 fps. At that point i shut down the pc and left home. When i came back and turned it on again i had the same problem, Naruto unplayable and LoL stuttering even on low settings.

I did another uninstall and installed the 14.7 beta driver this time but had the same results. All is good after the installation and after restarting the pc multiple times, but when i shut it down and turn it back on i have the performance issues.

Can someone please help me?

My PC specs are:
i5 4670k @ 3.8GHz
Gigabyte Z87X-D3H
8GB DDR3 1600Mhz
1000W Thermaltake PSU
120GB SSD

I know ATIman hasn't been updated in a year or two so you could try manually uninstalling your drivers with this guide. Although I really don't think AMD has changed the locations where they put their registry entries and stuff at so I don't think it'll help too much. I can think of a few other solutions:

-reset your CMOS

-flash your GPU BIOS

-flash your motherboard BIOS? (don't attempt this unless the card presents the same issue on a friends computer if possible to test)

-check manufacturers site to see if there are any documented bugs concerning your card or on their forums (if they have a forum)

So i downloaded RadeonPro and ticked the option Dynamic Framerate Control and set it at 60 FPS, run the game but I'm getting max 30 on the loading screens and 10-15 when there is animation going on. Is there another option that i missed?

I think i actually found the problem. I had the card plugged into the PCIEX8 slot on my m/b. It's further away from the CPU cooler and directly in front of the two front fans of my case (HAF X). I also read here in this forum that the difference in performance will be minimal so i didn't have a reason to use the x16 one. A few hours ago i thought about trying the x16 slot because "why not? you never know with these things" and it actually worked. I had the PC shut down for a few hours and it's still working fine. :D
