I want to lower the price of this computer put still be about as good i want to be able to play skyrim fallout nv and gmod with little lag

The only way to make it cheaper is to drop the CPU cooler for now. The i3 can not be overclocked so the stock fan is fine. If you ever decide to get an i5/i7 k edition you can grab the cooler then.

Get rid of the aftermarket CPU cooler and get Windows 8 instead.

Ditch the cooler and get an h97 board. No overclocking that CPU so the board and cooler are a waste.
