Function Key Mode Refuses to Switch to Special on Toshiba Satellite

I have a Toshiba Satellite C50D-A, with Windows 8.1 that bought earlier this year. Recently my function keys mode changed somehow and I can't seem to change it back. When I bought the computer the Fn key did NOT have to be pressed to use the special function buttons (brightness, volume etc.), however, now I have to press the Fn key to use any special functions and since I don't even have to use the F1-F12 buttons on a regular basis it's quite impractical and just plain annoying.
I have already gone into Toshiba System Settings and set the keyboard to Special Function, and gone back and forth between the two functions several times still to no avail. I have also returned all system settings to the default (as special function buttons were my default) and that hasn't worked either.
I'm sorry this is so long but I'm at the and of my tether and would like to fix this problem as soon as possible.
