Is it dangerous to turn Anti-surge off?

I've been trying to run my computer for a while now and every time I switch it on it simply shuts down and reboots every 3 seconds. This happens and after like 10 tries (usually) it comes up with a screen saying 'Asus Anti-surge was triggered to stop your computer from breaking down' or some shit. Anyone know if it would be safe to turn this feature off and start my computer up? I need answers ASAP.

p.s ignore the 'CPU error' message as I've fixed this.

1) Are you in USA, or using the 220V power line in other country?
2) Do you use the power strip for the PC?
3) What is your GPU and PSU? Please list the model.

Anti-Surge is being triggered that indicates an unstable PSU or power line. Or try use other power outlet to see it maybe the bad wiring on that power outlet.
