Gigabyte GA-990FX-UD3 Mobo issues

So I decided to build my first computer and i chose this motherboard to run my system. This mobo got some good reviews and the low price made it very appealing. When i finally put my order through, using Newegg, and got my parts i called my friend with 10+ years of experience to help me put everything together. After connecting everything properly without putting it in the case so we could test and make sure it was working properly instead of having to take it all out of the case we found that the mobo doesn't even make a sound, no beeps or colors or anything. We originally though it was the psu because the fan wouldn't kick on at all, but we found a tester with my cpu cooler and it seemed to be working properly when connected to that. So we diagnosed the mobo as defective and sent it back using Newegg's RMA service. I just recently got the board back and we were putting the pc together and it was having the same exact problem!!! When then called gigabyte and they said it could be the psu, so i called EVGA(pc parts will be listed below) and they set us up with an rma. Knowing about how longs rma's take i just decided to go to BestBuy and buy another psu just to check if that was the problem. Well it wasn't because it was doing the same exact thing with the other psu. How in the world could i get 2 bad mobos in a row? If anyone knows what could be wrong i could really use the help. Could it be the cpu or would the mobo at least beep or something if that was the case. And yes im sure we connected everything properly because my friends a big computer guy and he said he's never seen this problem before.

The new psu i bought was a Cosair 750w bronze

I'm deciding I'm going to keep the new psu and send the original one back because i'm going to need the extra wattage latter on down the road and that saves me some money since i can just send the EVGA back for a refund.

BTW i love Tomshardware you guys really do a good job with these problems.

Is the rev4.0 so im not sure if it has that problem or not. I was really just wondering why a mobo wont show any sign of power whatsoever. Could it be the cpu causing it to short out? I mean its just a little odd getting 2 bad mobos in a row when it could be some other part malfunctioning.
 
Yes, It is. Do you try the Bench it - Troubleshooting yet? If the MB still does not show any sign to get the power, and either CPU or MB has problem, 1) return, 2) if you or your friend has the compatible cpu or MB, test them. 3) go to local shop let them test for you.

I've tried some troubleshooting but the same thing happens every time

I'm got an RMA for the mobo and I purchased another one(Asus sabertooth 990fx) and it should arrive here early next week.

I'm tempted to get an RMA for the cpu as well just to make sure that this time it will witk when I try building it. But when I physically look at the cpu everything look fine, nothing is bent or out of place and I know AMD has very reliable products.
I just hope it's the mobo because it's been a month and I still don't have this pc built.
