R9 280 30/40 FPS with Watch Dogs

Hello everyone.

I've got 30/40 FPS with maximum resolution and some medium and high settings.

Heres my specs:

CPU - I5 4430S 2.7Ghz
RAM - 10GB
GPU - R9 280
PSU - XFX 750w

Is it normal? Due to my CPU?

That's probably about right. It's watch dogs after all. That's a very stock processor, which could be holding it back.

Also, silly question. I ask cause i had a guy with 10 random gb of system ram recently have the same ridiculous issue. Running 64bit os?

Probably about right? Thats ridiculous. Im getting 60+ fps with ultra settings (textures are on med though, since that's the only thing that wont make the game a slide show. Its not my PC either, youtubers with better setups are going through the same thing).
