Why wont my computer turn on?

When I try to turn my computer on, all I get is a split second of fans spinning, then it loses power. Reseating ram, cpu and power cables did nothing. The paperclip test worked, as did shorting the power switch at the motherboard, but only when the 24 pin power cable wasnt connected. I have had a few issues with stability for a few days now. New psu didnt fix it. What could be causing this? Thanks for any help.

Operating System: Windows 8 (64-bit)
Motherboard: Asus P8H61-MX USB3
Memory: 8GB DDR3 1333mhz (2x4GB)
Hard Drive: 1TB S-ATAIII 6.0Gb/s
Optical Drive: 22x DVD±RW DL S-ATA
Graphics card: Onboard Video
Sound card: Onboard 7.1 Audio
Case: Xigmatek Asgard

You need to strip it down to CPU, PSU, Motherboard. If it won't post then one of those are bad. Since it's a known good PSU, its more likely a faulty mother board, look for swelling caps.

Also pull 1 stick of ram. If it does not work swap the ram with the other stick and try again. Rare, but ram can cause a PC to not post. Try 2 different slots.
