I have a dual boot system (windows/linux) and I was able to have a screen resolution in both of 1920x1080, now this morning I boot it (i heard a pop but my system still boots not sure what that was) and it defaults to 1024x768 in both Operating Systems (i figured windows would be easier to trouble shoot since linux is more complicated at times - especially gentoo)

Could the card be bad? or the motherboard?

If the GPU still works in-game aside from the mysterious resolution drop, check what your display gets detected as. The problem could be with your display no longer reporting supported resolutions correctly so the GPU is using defaults - it detects a display but cannot tell what it is so it defaults to something practically all displays from the past 15-20 years should support.
