Is my mobo dead?

Hi all,
my specs are:

Mobo-Z87 pro 3
CPU-i5 4440 (with stock cooler)
SSD-Crucial 240gb
Ram-Vengance 2x8gb
GPU-R9 280x
Case-Zalman Z9 plus
PSU-Corsair CX600
Put together by me july time (first build).

My problem started the other day when i turned on my PC. The fans came on, along with their respective lights. However, I received no video output. After checking that all cables were attached correctly i attempted to turn my PC off. I held the power button but there was no response. Eventually I reached down to turn the PC off at the PSU. Whilst doing so I realised that the CPU fan wasn't spinning! Naturally I sprang to turn off the PC. Restarting the PC lead to the same result.

After some investigation, I now know that my GPU's fans are spinning and all fans connected directly to the PSU are spinning. This leads me to assume that the PSU and the GPU are fine? However, all fans connected to the mobo aren't spinning, even after making sure they're not caught. This in combination with no bios startup screen leads me to conclude that the mobo is dead. Am I right? How can I test?

Sadly I don't have anyway of swapping parts with another PC to identify the problem. Can anyone help? I hope I've included enough detail. Thx in advance.

Extra note, I can't see anything that would cause my mobo to be shorting out.
 
Solution
Try unplugging each fan attached to the motherboard one at time. Could be a shorted fan drawing the voltage low enough to prevent start.

Beyond that, yeah it probably died.
remove everything apart from ram and cpu and clear cmos. if it wont post then retry with one ram stick at a time.if it still doesnt then you are in trouble. most probable ram or mobo issue.however you must recheck cpu installation.
if pc posts, proceed by installing gpu and try again. if it doesnt then most probably a psu issue!

Thx for ur replies guys. Looks like one of my fans was indeed causing the problem. Rather embarrassingly I realised that the plug had dust on the end. A quick blow and every things fine :p . Clearly I need to get the compressed air out lol . Thx again :) .
