i had same problem. i fixed it by deleting d3d9.dll from skyrim folder. only problem with that is you cant use mods that use d3d9 like enbs. some people say its because nvidia drivers.
Are you using an Nvidia graphics card? This was a problem that cropped up with the latest Geforce Experience update. It should fix itself if you do a fresh install of Geforce Experience.

I uninstalled Geforce and now the error message doesn't come up. A black box covers the screen for a second, closes down and Skyrim doesn't launch.
Do a fresh install of Geforce Experience, and possibly even the graphics drivers as well, making sure that it is all up to date. That was what did the trick for me.
