Routers and adapters will not work without internet service, so yes, you will have to sign up and pay for internet services.

or see if your close to a wifi hot spots. or if you have an android phone some phone let you do device tethering...you use the phones data plane for the internet.

True.. but not a correct answer to question.
You could buy a wireless access point.. plug it into your existing wired router and it would then give you wireless access to the Android tablet..
Even if you don't have internet.. you could still set up a wireless access point so you could perhaps stream video from a PC or network attached storage to the Tablet.
Admittedly - access to the internet gives a lot of nice options. but strictly answering the OP question.. you can do it.

Cheers

You need service from an internet company. If interent just exsisted in the air then why would anyone pay money for a service from an internet company?

Many people have this false idea that WiFi = the internet. WiFi is just a wireless way of sending data, it is just a wireless cable. You use WiFi as the communiation method between a device and a router. If the router does not have internet service connected to it then the devices will not have internet either; it will say it has a good wifi connection which is true because its wifi connection ot the router is just fine.

He wanted WiFi service, which I assumed to mean internet access as that is the most common interpretation. You're right though, if he wanted to use it as a wireless access point, that would be a possibility.
