Windows 8 Local User Account Disabled (Red X)

Hi everyone; I've looked online extensively but can't seem to find the correct solution to my problem.

I have a Windows 8.1 x64 machine in which someone to user account was changed from a Gmail account to an Outlook account. The Gmail account/profile is no longer accessible (able to be signed into). Through the "Users" folder I still see the contents for that profile and the Registry still shows it as a profile path. However, when I view "Security" settings there is a red X next to the Gmail user account. When I tried to re-create the account Microsoft tells me that there is already a local account with that email.

I hope that's enough information for now; how can I re-enable this account?
