0xc000007b error fix? all applications!!!!!!!

I have a gaming desktop
Windows 7 64x
2.6 ghz intel quad core
nvidia geforce gtx 760 2gb
12 gb of ddr2 ram
2x 250 gb hdd and a 1tb hdd

but every application i try to open has either this error or does absolutely nothing such as chrome or skype
the only programs i have been able to load are windows programs (explorer, internet explorer {crashes}, control panel, recovery {didnt fix it}, etc.)
I've re installed all dll that i could find that fixed it though i cannot install C++ or .net or use any exe because it gives me the same error please help I don't wanna buy a new OS for the machine I'm saving up for a new computer but I wont have the money for a bout a year

Cant remember if win7 has it. But go to programs and features / turn windows features on or off. Tick the net framework entry. See if that fixes it

you could also try reinstalling the latest net framework.

I cannot use any exe file that includes installers such as .net framework

Didn't work sadly but the error took a while longer while it was off, any other ideas?

Cant do much else other than format the hdd. It sounds like something has screwed up. Or the system was infected with something.

Yeah idk I'm prob gonna get all my programs on another hdd and install a new OS or something

you could have corrupt windows files.try running the following command. sfc /scannow you may be prompted to insert your system disk.this can repair your windows os files.you could also try a system restore to before this happened.
