Question about the temperature of my GPU.

Hello guys! I have searched all over google and I know most stuff now.
I have an AMD HD Saphire 6850 GPU.
Right now I am a bit concerned with the idle temperature of the card.

Right now fan is at 86% at 82C in idle mode. I have left the card sit for over 30mins after 1 hour of gaming (Was playing the new Archeage MMO).

I understand that AMD can take the temp, but usually that temp with that fan speed suggest full or high load.

Also my CPU is AMD Phenom II X6 1055T.

I have the newest drivers.

Could someone who understands what are the reasons that can cause this issue like make a list with things I can try to do to fix the problem please? I would appreciate it a lot!

You may need the thermal compound changed on the gpu also sounds possible that the fans are dieing maybe a small oil in the bearings - note I haven't tried this and am not responsible for any damage.
Or the fans may be able to be replaced

Well I downgraded from 14.4 drivers to 12.4 and there seems to be no change at all. I opened my PC from both sides and cleaned the fans from dust and it still idles at 66-74C.
This is starting to really annoy me.

Crazy thing is that when I open Chrome to browse the internet it goes to 84-87C with fan speed at 70-80%.Sometimes goes up to 90%+.

I have no idea what the problem is, but I need to fix it ASAP.
This is the first time this GPU has ever given me problems.

Also when I was cleaning the GPU I noticed that the fan does not turn as easily as the CPU fan. I actually for a second thought that its clogged from the inside and thats why it doesnt turn so well. It turned smoothly, but it was very hard. Almost like it had either a big engine to it not letting me spin it easy, or that it was something limiting it. Is this maybe a problem why its not cooling itself right?
