I was looking at doing a gtx 970 sli setup for 4k or 1440p and my concern is that my motherboard will bottleneck the cards through the PCI-e bus. My motherboard allows for 1X16 or 2X8 setups but not 2X16 (which I assume means it has 16 lanes). Can 16 PCI-e 3.0 lanes support two higher end cards without serious bottlenecking?

yes, 2x8 lane pcie3 is still plenty of bandwidth. 8x pcie 3 is equivelant to 16x pcie 2.

The core i5 3570K has 16 lanes PCI-E 3.0.
Your mother board is splitting this available bandwidth between two PCI-E 3.0 x16 slots, hence each runs at PCI-E 3.0 x8 speed.
This is more than enough bandwidth for any available single GPU card.
