4x8 Ram Not running in dual mode?

I have 4x8 ram chips, all the exact same manufacture and exact same brand, speed and so forth. My channels is color coded to blue | - | - and white - | - |; I tried both channels to see results, all sticks work fine but when I try all 4 | | | | I'm only getting Single-Channel Memory mode.

I'm running Windows 8.1 with ASRock 970 Extreme4 Motherboard. Can anyone please help me?

If 1-2 not working at all then it's mobo or CPU - mobo is the most likely culprit - but check the CPU for bent/broken pins, that always a strong possibility

How do you fit 4 by 8 ram sticks in your computer? Must have a hell of a case... All jokes aside, did you buy a quad channel kit or were these bought at separate times? Even two dual channel kits (4 ram sticks total) can possibly have issues with each other.

Windows 8 limit is 128GB.

Well the kits are usually tested to work with each other. That doesn't mean they won't work, but with RAM it is best to buy in kits all at once. Worse comes to worse, just RMA and ask for a new kit, maybe it will work. You could also sell your used RAM sticks to get money towards a full quad channel kit, but that'd be more expensive. You may want to message SR-71 Blackbird, he knows a lot more about everything than I do, including RAM :)

Check the SPD of the memory on your bios to make sure the kits are running at the same timings and what not. If the timings are off on one set, then dual channel won't kick in.

Well as long as all the memory is available, I suppose the RAM itself works. It's just not working in dual-channel mode. I'd run memtest86+ and see what results you come up with.

Also, check the model #'s of the sticks like Tradesman1 said. Sometimes you will buy something with the same title (for example, there are 2 or 3 different versions of G Skill Trident X'es with the same amount of physical memory, but with different timings. If you mix them by accident, it could lead to them not working in dual channel)

Best check the model numbers. Did you buy any of them in a dual channel kit, or are they just 4 of the same brand name clock speed sticks? What you could do (after verifying that the model #'s of the RAM sticks are the same for each stick and that the timings are all the same) is try moving the RAM around. There are only 16 possible ways for you to place the ram (4 sticks by 4 slots = 16 possibilities), so it wouldn't take too long, but you should definitely do the above steps beforehand.
 
2.3 Installation of Memory Modules (DIMM)
This motherboard provides four 240-pin DDR3 (Double Data Rate 3) DIMM slots,
and supports Dual Channel Memory Technology. For dual channel conf guration,
you always need to install identical (the same brand, speed, size and chip-type)
DDR3 DIMM pair in the slots of the same color . In other words, you have to install
identical DDR3 DIMM pair in Dual Channel A (DDR3_A1 and DDR3_B1; Blue
slots; see p.12 No.7) or identical DDR3 DIMM pair in Dual Channel B (DDR3_
A2 and DDR3_B2; White slots; see p.12 No.8), so that Dual Channel Memory
Technology can be activated. This motherboard also allows you to install four DDR3
DIMMs for dual channel con f guration, and please install identical DDR3 DIMMs in
all four slots. You may refer to the Dual Channel Memory Conf guration Table below.

Check the timings then for each slot. Are they all the same? It seems 2 of your sticks are working, while the other two are not. This could very well be a compatibility issue, or dead ram sticks. However, before rushing to conclusions, check the timings :)
