is a corsair hx750w good with xfx r9 270 crossfire (non x)

The performance benefits from running Windows 8 can be very significant when running Battlefield 4 so maybe that's your issue. Apart from that I can't think of anything that would be of issue, though there was a recent update which resulted in massively reduced performance but I think DICE patched the update by now.

There's many problems with Battlefield 4 but you should be able to run it at 1080p too with 60fps if you drop MSAA down to 2x. My 270X gets 60fps ultra settings 1080p (2xMSAA) with rare drops to 30 when something crazy happens so 2x R9 270s will handle it better.

Make sure resolution scale is set to 100%, nothing more as you'll require a very powerful PC for higher than 100%.
