Can browse but cannot download

When I try to download anything, it will download for around 5 seconds and then the speed will go all the way down to zero.

I am using a k56cb asus laptop and the problem persists whether im wireless or on a wired connection

I have a problem with games as well. When I play CS:GO, my ping keeps spiking as well. I will try using another browser in the meantime though

edit: I just tried using internet explorer and no luck. I still cannot download. I cannot even complete a speedtest on speedtest.net because my download speed just freezes
