Advertised clocks are 1140 core and 1279 boost. Does anyone know why this is? Did I get a defected card?

it's just repeating the information from default to actual. Check the MSI OC Software to see if the overclock has been set to that.

the MSI twin frozer runs on 3 different modes:
1) Silent mode
2) Game mode
3) OC (overclocked) mode

the silent mode has the slowest clocks then the game mode and the OC mode has the highest clock speeds
ensure your GPU is running on OC mode for highest clocks

Thank you. Would that software be MSI Afterburner?

I think it's the MSI Gaming App. Thanks!

either depending on what you have installed, it should be the gaming app though.
