front panel power button does not work?

So upon turning on the power supply unit the motherboard graphics card everything boots up briefly as normal but when I go to turn on the PC by clicking the front panel power button it does not boot up the power supply is new the case is new the only things I've reused or the motherboard and the graphics card and the RAM and the terabyte hard drive...
 
Solution
Try to identify from the wiring on the old case which pins are for the power button.
If you can't trace the wiring, you can use a multi-meter to see which two pins are joined when you press the power button.
If you don't have a multi meter, a light bulb and a battery can be used.
assuming the front panel wires are on the correct headers ..you followed the manual , right ?

then you need to check the front panel switch works . Disconnect all the front panel wires from the header
Momentarily touch the tip of a screwdriver on the power button header pins to short them together . If the pc starts the case switch is faulty

I do not have the manual for the motherboard and I do believe that maybe the power switch connectors are not in the right spot but there are no labels to say otherwise so I'm really not sure how the power connectors go
 


You can easily download a copy of the manual from the manufacturers website, you just need the model number which is written on the motherboard.
 


These pins are not normally color coded, and there is no standard for this.
What is you motherboard model number?
 


Dell won't necessarily publish the pin out on your motherboard since they only intend for this to be used in the original enclosure.
Did you pay any attention to where the old power connector was plugged in before you pulled it apart?
