Can I run a cat5 Jack from my room outside and to another cat5 Jack in my living room so an existing Ethernet cable can plug into it? Like both ends of a cable are wall jacks?

There is no problem connecting any combination of cat5 cables and wall jacks together.
The total cable length including fixed cables in the walls or patch leads from your computer to the switch or router must be less than 100 meters.
