I5 4570 Gtx 760/I5 4670 r9 270x

hello, i want to chose a build spec...so what is better between this :
-i5 4570 with msi gtx 760 twin frozr
- i5 4670 with sapphire r9 270x vapor x

so i confused to chose those both! i want gaming in stock and no OC! and good for future 2/3 years later, i heard amd has mantle for r9 series, are that make better gaming performance than directx? or i should get gtx 760? my budget for vga is just $200 i want to choose a good gpu for gaming & Budget!

I'm assuming you're building your own rig, so from the 2 builds, GTX 760 is better, by a margin.
However, I'd get R9 280 in place of 760, its the same price, but outperforms the 760 in almost every game.
Both CPU are really close and you won't notice any considerable difference.

aww...now im very confusing...i heard gtx 760 vs r9 270x is just between 7% difference performance...wel in my opinion r9 270x vapor is around $195-205 in amazon and newegg..well i just go for i5 4670 (strong cpu) and my vapor x...and what do you think about this rig? are that good for gaming like bf4/bf hardline/crysis 3/etc. or 2/3 years later??

There's more than that 7% difference, it's a better OCer than 270X, which means more performance, its cooler and more power efficient too. Now, R9 280 is better than 760 by 7-10% while being cheaper. I'd go with 4570 or 4670 and MSI R9 280 (which's $200 right now):

aww...my psu is corsair cx 500, for r9 280 is tha enough? my budget is still around $200 well if gtx 760 is same price with 280 i will go for it and save my money

With its 38A/456W +12V rail, it should be fine. There are better PSUs, but if you already have it, no problem. Feel free to go with 280, it won't eat up the PSU, i5 is very power efficient, you're fine :)
