Please help:windows xp restarts when , we select turn off..

pc restarts when selecting turn off .....and also no blue screen ,it just restarts...
just help me to know that.... is it software problem or hardware problem
my pc details
note that i searched whole internet and tried every thing from google ..........but not get solved
OS Version: Microsoft Windows XP Professional, Service Pack 2, 32 bit
Processor: Intel(R) Pentium(R) 4 CPU 3.20GHz, x86 Family 15 Model 6 Stepping 5
Processor Count: 2
RAM: 503 Mb
Graphics Card: Intel(R) 82865G Graphics Controller, 96 Mb
Hard Drives: C: Total - 24999 MB, Free - 9432 MB; D: Total - 24999 MB, Free - 23714 MB; E: Total - 26309 MB, Free - 22057 MB;
Motherboard: Kobian, PI865D7

also note that i have clean install windows xp and whole hdd formated but no luck
and tell me which hardware and driver is responsible for computer to shut down \/\/\/\/\
and also sometimes my pc freezes completely could this be a hard disk problem
and also tell me where this registry stores in my computer \/\//\\/\/

on pc when that happens the mb has glitched. take power off the pc and then clear the cmos. the error should stop.

and about clear cmos i have already done that.but no luck

Hold the power button and give it at least 5 seconds to shut down. Another suggestion I have is to disconnect the power cord from the computer and it will turn off.
