Can't access steam and skype

My laptop, Asus A450L. I'm able to browse the web and everything but my steam couldnt access to the network so does my skype , it was not my router problem as my other windows laptop was able to access skype and steam. I ran scans but nothing serious showed up , i even turned off my windows firewall. Nothing worked.. help plez!!

search firewall > on the left hand side click allow and app or feature through windows firewall > then scroll down until you see Skype and Steam and tick all 3 boxes, name, private and public :)
