So I am making my return to World of Warcraft for Warlords of Draenor strictly for PvP. I won't be raiding as I simply just do not have the time for it anymore. My question is will this setup run WoW on ultra or at least very very close? Also may get more fans later.

Also a side not this is supposed to be a "budget" PC. Thoughts and input highly welcomed!

BUDGET PC?! does a budget PC uses ultra fancy case with shitload of led fans and other unneccessary features? does a budget PC use a gaming-class OC'er motherboard?

for budget PC basic 30-40$ case is enough, along with basic board like H81 since your CPU isn't overclockable and you dont need the extra fancy useless features dragging along, with saved $ you could upgrade GPU to something like R9 285.
