upstream proxy/gateway failed HELP!!

When I try to click links in google search or even try to open some web pages this comes up

The socket connection to the upstream proxy/gateway failed. Closing Fiddler, changing your system proxy settings, and restarting Fiddler may help.
ErrorCode: 10061.
No connection could be made because the target machine actively refused it 127.0.0.1:7777

I do not have fiddler installed at all or did not install it.

If anyone has had this issue please help.

Done a system restore to the other day, and now when I try to go to google it comes up with the same message but I also get this if I open a new tab now

Unable to make a secure connection to the server. This may be a problem with the server, or it may be requiring a client authentication certificate that you don't have.
Error code: ERR_SSL_PROTOCOL_ERROR

Twitter.com opens up fine. I am using Google Chrome if that means anything

Please help anyone

Go to internet options, then under connections tab click LAN Settings, and uncheck everything
