Task Manager Issues

I open up my task manager and in it is a chrome tab with some random website on there, but chrome is not opened. i'm pretty sure it's some sort of malware. i see under my list of programs that there is a program labeled NNeexottCouup. I click on the uninstall tab and it doesn't do anything. Really confused. Any help would be appreciated, thanks

i can end the random task in task manager, but it will just reappear a few seconds later. also, i've googled it and it says to "uninstall it from the computer" but when i click uninstall it doesn't work. i tried uninstalling it while disconnected from my router and that doesn't work either. i also booted in safe mode and the uninstall button wouldn't work.
