PWM fan headers problem

Currently have a Gigabyte Z97X-Gaming G1 wifi Black edition
It's a custom water-cooled rig, so logically I will need fan splitters in order to connect all 12 fans to the headers, however I can't seem to get the fans to desired speeds, basically they run 24/7 on full speed, BIOS fan control doesn't affect them at all. Yes I am using a splitter, this one specifically (I made sure it had all PWM female and male connectors ( http://www.newegg.com/Product/Product.aspx?Item=9SIA4DN1P81202&cm_re=fan_splitter-_-9SIA4DN1P81202-_-Product ) 3 of those to be exact, first set of 5 fans are connected to the main CPU_Fan header where everything is working perfectly, how ever once I plug in the other 5 into the CPU_opt header I get full speeds, no control at all. Now what made me suspect if the problem was the form the mother board is from the following troubleshoot: I plugged in the pump into the main CPU-fan header, got full control , moved it to another header (which is also PWM) no control at all. Note that the pump also has a molex connector which is plugged in. What could the problem possibly be?

Those splitters are not the PWM type, because they have only two wires and not the 4 wires connect to the header. I found it on other site. http://static.scan.co.uk/images/products/1549535-c.jpg
Also I don't know you check your fan to see what amp is on it, because you put 5 of them on the single fan header, if those fans have more than total 1amp than they may damage the MB fan header, I mean overload, for most of MB it has the 1amp limit on the fan header.
You can use this Silverstone CPF01 3.94" PWM Fan Splitter Cable http://www.newegg.com/Product/Product.aspx?Item=N82E16812162026&cm_re=fan_splitter-_-12-162-026-_-Product if you need more than use the AK-CBFA03-45 and connect it to the PSU but the fans will run in the full speed.
