how is that's one gtx 980 has higher score than one 290x, but 2x 290x have higher score than 2x gtx 980?

How is that's possible?
The gtx 980 is much newer.
And the 295x2 doesn't even work on the highest speed on this bencmark
(1018/ 1250MHZ for r9 295x2, and 1050/ 1350mhz for one r9 290x)

Thank you.

Solution
Crossfire and SLI scaling do not double performance.
Notice that the GTX 980 2-way SLI is not twice the score of a single GTX 980.
It could also be because the 295X2 is not just two cards in crossfire. It has it's own clock rates and cooler.
You could also get a different result in a different benchmark as scaling will depend on the application.
