i5 4670k always at max speed even at low loads

Basically in task manager and other programs speed is at "3.91 ghz" which is the max overclocked speed even when there is a low load. I know this isnt normal because a couple of days the speed amount would fluctuate depending on the load. So at a 2% load it will say 3.91 ghz current speed and at 100% it will say 3.91 ghz. This is also the same when in open hardware monitor. Anyone know whats going on? I should also add that removing the overclocking and setting bios to default does not solve this as theres still the same issue.

Typically people disable these power saving features in the BIOS in order to overclock.

Have you fiddled with your BIOS to achieve overclocking?

I used gigabyte easy tune so I didnt touch the bios. I dont think its anything to do with my BIOS because even when I reset it to default and removed the overclock its still acting the same. What would the setting be called that I would need to check?

You probably disabled power saver in the program that oc'd your cpu.

As far as I can see there are no power saver options in EasyTune
