is it necessory to use both 2x6 PCIe of graphic card?

I have gtx 760 amp edition gc n it has 2x6 PCIe n my psu is corsair vs650 it has 2x6 PCIe so is it necessory to use both of the PCIe power ports ?

Yes, the card will detect if you don't have both plugged in and will exhibit strange behavior if it works at all.

The PCI-e plugs provide power, if it tried to run at full power with just a single one it could end up overstressing the PCI-e slot and the other plug.
