GPU or CPU fan running very loud

Ever since I got my new graphic card the gtx 760 sc either the gpu or cpu fan has been running very loud. I thought it was my power supply that was running loud but then i just upgraded and it still does the same thing. Its really annoying and I need some help.

what do you mean check the loads when idle sorry im not very tech savvy

its ony at 3% with google and teamspeak running and it was 9% with csgo running

It would seem you will need to do the same for your graphics card. There is a program you can download called process explorer. Natively, it doesn't display the load on the graphics card, so you will need to activate that column yourself, like this:

Find GPU and select GPU load.
