Looking for a Graphic card fairly cheap but good!

It has to be decent run some of the new games at high/max settings no problem and can also run dual displays

100 - 200. USD


CPU - FX - 8320 , 600W , GIGABYTE GA-970A-UD3P AM3+

I would recommend an AMD R9 270X. You get the same performance as a GTX 760 but for less money. Go with Gigabyte or Sapphire or any other custom design ;) 
This should be powerful enough to play most games on high settings as long as your resolution isnt any higher than 1080p.
If you can spend a little bit more you can go with the R9 280. Better performance and 3gb VRam
