Here is the link to the specs of the board:

I have an Intel Core i7 3770k cpu so it should support the 3.0 speeds. I am currently running two GeForce GTX 680's in SLi but for some reason I am being throttled back to 192.26GB/s. Under the specs on the website it says 2 x PCIe 3.0/2.0 x16 (x16 or dual x8) so does that mean it can only run SLi at 192.26GB/s? Will it effect my performance that much?

even if you are running in SLI you still have a a bandwidth of 192.26gb/s per gpu. the effective bandwidth may be double that but it is for you to calculate. you are running pcie 3.0 x8 for both cards. GPU Z can clarify that. it most probably idles at 2.0 and under load operates as 3.0 (gpu z has a test that verifies that. just pres the ?)
