This is a build in progress and it is powering on but not displaying anything.

Motherboard: ASRock E3C224D21
http://www.newegg.com/Product/Product.aspx?Item=N82E168...
CPU: Intel i3-4150
http://www.newegg.com/Product/Product.aspx?Item=N82E168...
RAM: Crucial Ballistix Sport 16GB Low Profile
http://www.newegg.com/Product/Product.aspx?Item=N82E168...
PSU: Athena Power AP-U1ATX50 500W
http://www.newegg.com/Product/Product.aspx?Item=N82E168...

I have also tried using G.SKILL Ripjaws X Series 16GB because some people said that lower voltage RAM (< 1.38) was not supported. And I tried with and without a graphics card and hard drive. None of these changed anything.

I have made sure that everything is plugged in, the 24 pin power and the 4 pin 12 volt power.
I have a speaker plugged in but I do not get any beep codes, even when there is no RAM in either slot.

what BIOS version is on the board?

I am guessing the earliest one unless it was shipped with a newer version from the factory.
I can not see the bios because I have not been able to get any video output, not even the logo.

Edit: I have been looking into it more and I believe that the problem may be caused by the ram. This motherboard requires unbuffered ecc ram. I will update the post after I am able to test this.

I would say because it doesnt have the right BIOS on it. It needs BIOS P2.00 to support that CPU

1150 Core i3 i3-4150 (C0) Haswell-R 3.5GHz 3MB 54W P2.00

This is the 2nd to last BIOS. From 8/5/2014. And I doubt that this will be on it now

If this BIOS isnt on it now, its not going to turn on or post

Does this mean that I will have to purchase a compatible processor that should (but might not) work with it, just to be able to update the bios to use the processor I want?

Yup thats what it means. A lower spec CPU. That the current BIOS on the mobo supports.

Or if theres a local shop see if they can help

My Pentium G3420 came in the mail today. I plugged it in and it booted right up.
Can't thank you enough Paul NZ. I would have never figured that out.

Edit: Just updated the BIOS and put the i3 back in, no problems whatsoever. Thanks again.
