Can i overclock a GTX 980 to a superclocked GTX 980?

Is it possible to save the money and instead of buying the superclocked version , ill buy the normal version and overclock it to a superclocked standard?

If you buy a 980 with a decent cooler then yes, but if you are using the stock 980 cooler you may have thermal throttling issues

It's possible with the ref cooler. The NVTTM cooler is probably the best stock cooler and can overclock ok. If you look at the Asus 980 with NVTTM cooler, it's clocked almost the same as the Gigabyte Windforce. non-ref designs are better, but the stock is surprisingly good.

I just want to say this: If anyone is thinking of custom GTX 9xx's solely for the different types of fans integrated onboard, the reference fans being the squirrel cage type should be capable of a exhausting a higher CFM than most generally lesser capable axial type fans. The blower type also exhausts heat directly from the case, rather than back into it which results in at least somewhat of a recirculation of heat depending upon the CFM capacity of your active exhausts.

But when it comes down to it with the 9xx's, these things run cool and quiet even at max voltages adjusted from stock and highest possible overclocks, that is if you don't get a defective card. Even at 100% fan speed which is outright excessive by probably at least half, the reference blower is at least twice as quiet as a reference 290/x blower.
