I strongly recommend the Cooler Master Hyper 212 EVO cooler. It is compatible with your socket. I have it and it is whisper silent and its very cheap. I get about 50 degrees celsius with the AMD FX 8320 and this cooler when I'm stress testing. On idle I get just under 30 degrees celsius. Best bang for your buck cooler right now. I strongly suggest you pick it up. Right now on Newegg.com it costs $34.99.

'Nother Hyper 212+ EVO user here. Absolutely no issues with it. Installation annoyed me, but it was my fault, really. Unobtrusive, consistent and decent temperatures, and extremely good value. Would highly recommend if you're on a tight budget, just don't expect crazy overclocks.

My push/pull fans are Arctic F12 PWM Rev 2's. It stays nice and quiet and nice and cool. On top of that, the fans only set me back €8 each.

Depends on your chip. If you can reach 4.2Ghz at 1.25V and no more, I'd say you'd be able to stabilize good temperatures that shouldn't go much above 80°C under 100% load. If you have a bad chip and need more than 1.25V... I'd say you'd need a better cooler to reach "good temps". If you don't mind 90°C under heavy load then you should be OK, but I'm personally a little uncomfortable with those kind of temperatures. That's for my 4670K. If the 4790K and its superior thermal results compared to its predecessor the 4770K is anything to go by, maybe you will be able to maintain better temps than me at the same speeds/volts since this thread is about the Devil's Canyon chip and I'm assuming you have one of those.
