GPU Not Working (R7 260X)

Ok,

So, my brand new system is not picking up my GPU. I am currently having to use my iGPU to write this, so I basically have a VGA plugged into my MOBO, with the other end plugged into my monitor. The problem is the my R7 260X is clearly powered on (the fan is spinning), yet whenever I plug an HDMI cable into the back of it, I get no video output to my monitor. I've tried multiple cables, and multiple monitors, so I've ruled that out.

When I go to device manager, I get my iGPU (Radeon HD 3000) showing up, yet I don't see my 260X. I've installed the latest drivers for it (from AMD's website), and I've even tried reseating the whole thing multiple times. I also checked to see if the PCIe slot was the primary graphics device in the BIOS, and it already was. I've even completely uninstalled the integrated GPU, and it's drivers, to no avail. I reinstalled everything after that.

I'm going crazy right now, in fact I've been trying to resolve this issue for around 8 hours straight, now. I've updated the drivers for not only my GPU, but also my MOBO, but I am still receiving no output. To anyone who can help, here's my specs:

AMD FX 6350 Six-Core CPU
AMD Radeon R7 260X GPU
MSI 760GMA-P34 (FX) Motherboard
8GB DDR3 RAM
500W PSU
