Custom PC won't boot Windows 8.1 Disk

I'm just finishing with my custom PC but now theres a problem, it won't boot the Windows 8.1 disk, I boot the PC and the message "Reboot and Select proper Boot device or Insert Boot Media in selected Boot device and press a key" I then insert the disk and press enter but it pops up again and again, I watched a video with a guy who just booted the PC and didn't even choose a boot device and when the message popped up he inserted the disk and the Windows logo came up. I really don't know what to do but I'm getting really stressed. I don't know if it makes a difference but my disk drive is- HP 5188-7537 DVD Writable CD-RW Lightscribe SATA Disk Drive Hitachi-LG GSA-H30L
UPDATE: I went on my MOBO's website and saw the specifications and it said it ran Windows 8/7 not Windows 8.1 does that mean anything??

go into bios and check that the cd drive is set as the first boot device is an enabled to boot

I tried that my boot options were in this order.
Sata PS-Hl-DT-ST DVD RRW GSA-H
Sata SS-WDC WD3200AAJS-65RYA
UEFI-WDC WD3200AAJS-65RYA0

I rebooted the PC after that then waited for the message to come up again and it still wouldn't read the disk.
