PC powering off during boot

Hi my pc has just started doing something odd. When i turn it on after about 30 seconds (time to get to windows 7 login screen) it powers off. After this it gets stuck in a loop. Its effectivly off for 5 seconds then trys to boot for 5 seconds then powers off again. This will continue untill i turn it off at the PSU. It doesnt appear to be caused by booting to windows as if i spend 30 seconds in the bios menu the same thing happens. So far ive reset the cmos (removed battery for a min) removed all non essential devices (down to just my ssd and memory as i also have on board gfx) . Im thinking its probably either the motherboard or the PSU. Im hopefully borrowing a test PSU tomorrow to test. Basically has anyone had this happen if so was there an easy fix?

Hi thanks for the answer however, the bios showed 40 deg c when it powered off while in the bios menu, and it can (and does) only boot from the ssd as its the only device present. Booting isn't the issue really as it can reach windows, it just powers off after about 30 seconds.
