I am doing the interior build for my cousin's computer and I got to the part where you test out the parts by connecting the power pins with a screw driver. I had some trouble finally getting it to work, but when I did get it to work, I got a message on the monitor that says "PLEASE POWER DOWN AND CONNECT THE PCIe POWER CABLE(S) FOR THIS GRAPHICS CARD"
The PCIe cable is in fact connected. What do I do? Does it matter which PCIe slot I put the video card in?

600 w bronze EVGA power supply
Gigabyte 990 FXA-UD3 motherboard
AMD FX 4300 CPU
