will an upgrade windows 8.1 download work for a new build?

If i download an upgrade version of windows 8.1 and burn the ISO to a disc and install it in my currently (os-free) computer, will the fact that this is an upgrade version present any problems?
Or would installing windows 7 (which i have on a disc) and then upgrading after be better?

Thanks! More or less what i needed. However it says:

"lso note that you won't be able to use this disc to do a clean install on an empty hard drive if it's an upgrade version of Windows 8, but you should be able to do a clean install over an existing copy of Windows."

So i'll just install windows 7 first.
