New build advice for mobo, RAM & CPU.

I have these already:
570GTX graphics
750W Power Supply
Antec Nine Hundred ATX Mid Tower case

Question 1: Can I run both sets of ram since the first one is 1.6v and the second is 1.5v? Run them both at 1.5v?

I'm not a gamer or OC'er but I do run multiple windows and apps simultaneously all the time. Stability is probably most important then speed and power consumption. My current build heats my whole room and eats power (200W).

I'm in the market for a new CPU and mobo. I want to go Intel Haswell after 20yrs of AMD. I think they are way ahead of the curve on power consumption and performance. Please correct me if I'm wrong.

I'm not sure I care what size mobo it is as long as it fits in my case. Z97? It needs to have multiple USB ports because I never seem to have enough.

As far as the cpu goes I don't know whether I need i5 or i7? I prefer 84W or less.

Budget: Under $500 for mobo and CPU.

I think I've given enough information but as soon as I think that someone will ask me something I didn't think of so go ahead and ask... I'll update immediately.
