Possible Bottleneck? Need help.

90% means , that there is at least 10% bottleneck . Having read the article i sensed that about 10% could be the bottleneck - 5231/4676 = 1.11869( 11.18 %) but didnt believe . But it is natural the FPS to fluctuate . You might try another video driver - newer or older .

chipset 970 is 10% slower than AMD 990X/FX , the RAM 1333MHz is way slow .
Run GPU-Z or MSI Afterburner and see the GPU load . If it is 100% , most probably there is no bottlenecking.

It goes to 90% max... The only reason why I am wondering about a bottle neck is because I play Counter Strike: GO and I get 300 fps at the start of the round/warm-up progressing into the match my fps drops to 60 then goes back up to 100 then 30 and so forth.
