What is the difference between fixed and dynamic mode?

There are two CPU Ratio modes in my BIOS: Dynamic and Fixed. What is the difference? Is one better than the other?
 
Solution
Fixed, the voltage stays the same at all times. Dynamic is what it is at stock, it lowers when idling to save power and lower heat and raises at load. The speed of the cpu does this as well for the same reasons and should have the same option to have it change or not change speed.
