Building a new gaming pc. Help?

Hi. I'm currently in the process of building a new gaming pc. My budget is about 400 dollars since I have already purchased the gpu. (R9 280x)

What I'm looking for is a good cpu that won't bottleneck the gpu. While looking at cpu's I noticed that the fx 8320 were stuttering in almost every video I watched on youtube. Not sure what that's about.

I prefer an intel processor, but I know that they are generally more expensive. When I was originally building the pc I was gearing up for an intel pentium processor for about 70 dollars. So I figure I'm going to need a better mother board and probably a better power supply. I know I can find ram at a low price, so that's not really a problem.

Any help would be great. Here is the link for the build. (I have already bought the gpu, so excluding that 400 to 450 is my budget.)
