As long as they're in the library where steam expects them to be and in the same configuration, simply right click them and try to use "Verify integrity of Game Cache". They should click in as white and be good to go after that.

Or at least, that works after I reinstall steam (partitioned drive) and have to tell it the games are still there.

You may be able to create a new library on the drive and simply copy the files into it. Otherwise, you can use MKLINK.
You want your target to be the steamapps folder of the games, and the ... other thing to be the "folder" to make in the actual steam install directory. Make sure there's nothing prexisting, and this basically fools windows into thinking the folder is somewhere it isn't actually located on the drive. It used to be the old trick people moving their steam install had to use before Steam got smarter about the whole business.

For the sake of posterity, as someone else may have the question, how did you fix your problem?

What I'll add is this:
The best process to move steam is: Move the steam executables (steam.exe and the overlay.) put them where you want them.
Start steam. It'll run its repair.
Tell it where to make a library if the default isn't a good location for you.
Move all of the relevant game files into the new library folder, maintaining the proper structure.
Should work like a charm at this point.
